Pottstown Detective Todd Richard was named the 2004 Pottstown Police Department Police Officer of the Year in a ceremony that was held on May 14th, during the Police Week activities at Coventry Mall.  Detective Richard received this honor after he was nominated by his fellow officers for his work as a top investigator who has set an example through hard work and dedication to his job and our community.  Borough Manager Jack Layne indicated that "Todd has a strong work ethic.  He attacks cases with enthusiasm and a high degree of professionalism.  Todd consistently puts forth the extra effort to resolve many of the cases assigned to him.  He is always upbeat and lifts the spirits of those around him.  His diligence and skill have earned him the respect of his fellow officers and others who work with him."  Mr. Layne ended the by stating that "Detective Richard has served as a Police Officer for the Borough of Pottstown with honor and integrity, bringing credit to both himself and the Pottstown Police Department."

Capt. Allan Ewing presented Detective Richard with a certificate and medal along with the PPD Police Officer of The Year statue, commenting that "Detective Richard's personal commitment, work ethic, integrity, and his level of professionalism make him well deserving of this award."
