Section 1171 of THE BOROUGH CODE of the Commonwealth of Pennsylvania (Act of February 1, 1966 - 1965 P. L. 1656, No. 581 - As Amended) mandates that all appointments to and promotions in the Pottstown Police Department "be made only according to qualifications and fitness, to be ascertained by examinations which shall be competitive". To insure this, section 1172 of THE BOROUGH CODE mandates the creation of a Civil Service Commission to oversee all appointments, promotions, suspensions, removals or reductions in rank for the Department.
The Pottstown Civil Service Commission consists of three Commissioners who are qualified electors of the Borough of Pottstown, Montgomery County, PA. The Commissioners are appointed to six year terms by Pottstown Borough Council. Commissioners, before entering upon the discharge of the duties of their office, are required to take an oath or affirmation to support the Constitution of the United States and the Commonwealth of Pennsylvania and to perform their official duties with fidelity. Pottstown Civil Service Commissioners do not receive any compensation for the performance of their duties.
